I've recently aquired a Panasonic Eggcam.  Comes with a Miro PCTV card,
which I'm hoping to get working under Linux soon.  Works swell under
WIN95, with full motion video.  I can get them for $182 with the card.
The one I got was a dealer promo for $50 off. The Eggcam has a built-in
mic too, and you connect it to any video input.  (I tried it on my TV
while I was still trying to convince '95 to let me run the plug and
pray Miro card.  (It's a PCI card with auto-IRQ, but I couldn't get
it to work until I set one in bios)
